margin-bottom: unset;"><section style="border-left: 1px dashed #3e419b; padding: 10px 10px 30px; margin-bottom: -15px;"><p style="margin-bottom: 16px;">邯郸是老工业基地，钢铁、煤炭、焦化、建材等传统产业创造的产值在全市经济总量中占比较大。与此同时，这些支柱产业存在产业层级低、产品档次低、经济效益低、产业链条短、污染排放大等问题。去年底召开的邯郸市委十届七次全会提出，把加快传统产业绿色低碳转型作为首要任务，锚定绿色化、智能化、高端化方向，通过实施系列3年行动计划，提升含绿量、含新量。</p><p style="margin-bottom: 16px;">完善绿色信贷专营网络。4月底前，鼓励驻邯各银行业金融机构设立绿色金融事业部、绿色支行，开展特色化、专业化绿色信贷服务。国有商业银行发挥资产规模大、机构覆盖广优势，当好做大绿色信贷规模主力军；股份制银行发挥政策灵活优势，运用票据、保函等多种形式发展绿色金融；农信社、邯郸银行发挥法人机构优势，采取灵活方式，全力提供绿色金融服务。</p><p style="margin-bottom: 16px;">引导推行绿色信贷“四单”管理机制。单列绿色信贷规模，今年驻邯各银行业金融机构新增绿色贷款规模占比达到30%以上。单列信贷审批通道，市县两级设立专门绿色审查岗，提高审批效率。单列绩效考核，突出正向激励，绿色信贷投放考核奖励力度大于普通贷款。单列资金价格，鼓励绿色贷款利率低于普通贷款。</p><p style="margin-bottom: 16px;">创新绿色信贷产品和服务。鼓励银行业金融机构积极探索碳排放权、排污权、节能量（用能权）质押融资贷款，多渠道增加绿色信贷规模。充分利用人民银行碳减排支持工具，支持银行业金融机构加大对绿色低碳发展领域的信贷支持，降低企业融资成本。</p><p style="margin-bottom: 16px;">支持绿色企业上市融资。建立绿色企业上市直接融资服务体系，将符合条件的绿色企业纳入“种子企业”清单，强化培育扶持，通过资本市场做大绿色经济底盘。严格落实上市激励政策，推动绿色企业在境内外上市融资，发挥资本市场对绿色企业的引导和促进作用。</p><p style="margin-bottom: 16px;">加快推动绿色债券发行。加大企业债务融资工具的推介辅导力度，推动符合条件的企业发行碳中和债等创新绿色金融产品。推动银行业金融机构发行绿色信贷资产支持证券、绿色资产担保债券等绿色金融债券。对符合条件的钢铁企业，组建“政府+企业+证券+金融机构”的联合推进专班，及时做好组卷、核查、上报等工作。</p><p><img class="rich_pages wxw-img" style="width: 100%; margin-bottom: unset;"><section style="border-left: 1px dashed #3e419b; padding: 10px 10px 30px; margin-bottom: -15px;"><p style="margin-bottom: 16px;">支持钢铁产业绿色转型。出台全市钢铁产业绿色低碳转型实施方案，6月底前，指导有关县（市、区）组织辖区内钢铁企业，按照《河北省钢铁行业转型金融工作指引（2023—2024年版）》，科学合理编制钢铁企业整体转型方案。邀请第三方评估机构对企业整体转型方案及2024年降碳、节能或减污投资计划开展评估，金融机构对通过评估的企业提供绿色金融服务。</p><p style="margin-bottom: 16px;">引导企业积极开展ESG（环境、社会和公司治理）评价。主动对接知名信用评级机构，探索推进钢铁企业ESG评价，及时向金融机构推介。鼓励驻邯各银行业金融机构将企业ESG评价报告作为信贷审批的重要参考条件，加大绿色信贷投放力度。结合实施传统行业绿色低碳转型3年行动计划，在钢铁企业推行ESG评价的基础上，在煤炭、焦化、建材等企业逐步推开。</p><p style="margin-bottom: 16px;">支持钢铁全产业链融资。对采购低碳排放钢铁产品的钢铁下游企业，引导各银行业金融机构提供流动资金贷款支持，并给予利率优惠。引导金融机构与传统产业企业对接，为产业链延伸、节能改造项目提供信贷支持。</p><p style="margin-bottom: 16px;">积极争跑各类绿色金融试点。驻邯各银行业、保险业金融机构，积极向总行、总部对接汇报，争取各类绿色金融试点，推进创新绿色金融产品在邯郸先行先试，为钢铁企业绿色低碳转型提供优质金融服务。</p><p style="margin-bottom: 16px;">通过专班推进、定期会商研判、信息共享、激励引导等措施，加大对绿色金融的政策支持，鼓励金融机构加大绿色信贷投放，加强绿色信贷实施情况统计监测。（河北日报、河北日报客户端记者刘剑英）</p></section></section><section class="empty_paragraph" style="width: 9px;
